Newly anointed World Bank President Robert Zoellick certainly brings some strong attributes to the job--not least that, unlike other members of the Bush administration, he supports the Bank's mission. But his presidency's success will depend on his ability to implement urgently needed reforms of how the Bank is governed and how it distributes aid.
