The New Nuclear Risk
Nuclear disarmament and non-proliferation are not questions of the past. The inability of existing treaties to address the risks posed by unstable nuclear states, terrorists' nuclear ambitions, and stalled disarmament need to be addressed today if they are not to fuel dangerous threats tomorrow.

BERLIN – Humans love to suppress abstract dangers. They react only after they get their fingers burned. In handling nuclear risks, however, we can hardly get away with such childlike behavior.
