Elections stolen in Iran, disputed in Afghanistan, caricatured in Gabon: these and other examples do not so much mark the global advance of democracy as demonstrate the absence of the rule of law. While elections that lead to illiberal outcomes, and even to despotism, are not a new phenomenon - witness Hitler's rise to power - the West has yet to address the problem effectively.
