Europe’s Latest Revolution

History often moves with small steps, but such steps sometimes turn out to have big implications. This could well be true of the new EU institutions being established this year under the Lisbon Treaty, but whether the EU will be seen as a model for the future or as a museum of the past depends on whether it remains committed to an open Europe in an open world.
